As of 21:40 on September 21, with the end of Qionghai's rush to rehabilitate power, China Southern Power Grid completed all power repairs to the typhoon No. 15 typhoon "Seagull" affected areas, including Guangdong, Guangxi and Hainan. The 4.96 million users affected by the land have fully restored normal power supply, and the speed of resumption of power is at a leading international level.

This year's No. 15 typhoon "Seagull" had a maximum wind strength of 13 (40m/s) near the center of the landing, and its path almost coincided with super typhoon "Weimasun". In less than two months, China Southern Power Grid suffered a typhoon for the second time. Some power facilities in Hainan Power Grid, Guangdong Power Grid, and Guangxi Power Grid were damaged. The entire network was accumulated inverted (oblique), 22,453 bases of broken bars, and 10 kV lines were accumulated. There were 2,278 trips, 101 stations lost pressure, and 4.966 million affected users.

In the face of dangerous situations, China Southern Power Grid has adopted a series of combined measures such as pre-disaster prevention, disaster prevention, and post-disaster grabbing to resolve risks in a timely manner and achieve rapid power restoration. Before the typhoon approached, China Southern Power Grid made emergency preparations. Through the continuous reinforcement and transformation of power grid facilities and the optimization of the dispatching operation mode, the capacity of the power grid in response to typhoon shocks was comprehensively improved. At the same time, preparations for emergency repairs such as personnel and materials were carried out in advance. After the disaster, China Southern Power Grid invested 38,515 emergency repair personnel, 8,754 vehicle repair vehicles, 117 power generation vehicles, and 459 power generators, and started repairing electricity in three provinces simultaneously. In operation, damaged power facilities were quickly repaired.

In the fight against “Seagull”, China Southern Power Grid Corporation also extended its services to take initiative to assume the windproof emergency work of the residential power distribution room belonging to the user’s assets and conducted a comprehensive inventory of the residential communities that may be affected, possibly resulting in flooding, etc. The communities of secondary disasters formulated "one-on-one" individualized solutions, which helped the residential communities resist the typhoon and dispatched a large number of personnel to assist the communities in repairs. In Hainan Province alone, 3,351 districts were combed and checked, and 560 specially-affected districts were developed. Through the active service of China Southern Power Grid, most communities have withstood typhoon attacks. Take Haikou as an example. In the case of severe seawater intrusion, only five residential power distribution rooms were affected, compared with the case of “Weimasun”. Significantly reduced by more than 90%.
